Rules and fees change. This guide summarises the official sources below as of 20 October 2026; always confirm with the official source before you travel.

The day-tripper trap

Returning to Singapore from a short Batam trip is where travellers get caught. Cigarettes and tobacco products have no duty-free concession and no GST import relief. For other new purchases, GST import relief is up to S$500 if you were away 48 hours or more, but only up to S$100 if you were away less than 48 hours. (Singapore Customs, Factually)

Cigarettes and tobacco

There is no duty-free concession or GST import relief for cigarettes and tobacco products. All cigarettes and tobacco products, including those purchased in Singapore with the Singapore Duty-Paid Cigarette (SDPC) mark, are subject to duty and GST when brought into Singapore. From 1 July 2020, all cigarettes and tobacco products imported into, sold, or distributed in Singapore must comply with the Standardised Packaging (SP) requirements. Products that do not comply are not allowed to be imported and are disposed of at the checkpoints. For more information, refer to the Health Sciences Authority (HSA) website or [email protected]. (Singapore Customs)

Alcohol

You may bring in duty-free liquor only if you meet all of these conditions:

  • You are 18 years old or above.
  • You spent at least 48 hours outside Singapore before arrival.
  • You are not arriving from Malaysia.
  • The liquor is for your personal consumption.
  • The liquor is not prohibited from import into Singapore.

Note: if you cleared immigration in Malaysia before arriving in Singapore, you are considered as having arrived from Malaysia and are not entitled to duty-free concession.

Choose one duty-free concession option:

A1 litre1 litre—
B1 litre—1 litre
C—1 litre1 litre
D—2 litres—
E——2 litres

Duty-free concessions are granted on liquor products purchased overseas and at duty-free shops in Singapore, and are for personal consumption only. You must not sell or give the liquor away. You must pay duty and GST on liquor products exceeding your concession, and on goods carried for or on behalf of other persons. If you bring in more than 10 litres of liquor products, you must obtain a Customs permit. (Singapore Customs)

GST on other new purchases

All goods brought into Singapore are subject to GST, charged at the prevailing rate on the value of the goods, which may include Cost, Insurance and Freight (CIF) plus other chargeable costs and customs and/or excise duty payable where applicable. This applies to all travellers, including foreign visitors and returning residents. Newly acquired goods attract GST regardless of whether foreign sales tax or value added tax was paid. You may qualify for GST import relief on new articles, souvenirs, gifts or food preparations bought overseas, provided they are meant for personal use or consumption. The relief is up to S$500 if you were away 48 hours or more, or up to S$100 if you were away less than 48 hours. You pay GST on the value exceeding your relief amount.

Who is not eligible for GST import relief: holders of a work permit, employment pass, student pass, dependent pass or long-term pass issued by the Singapore Government, and crew members. Goods not eligible include intoxicating liquor and tobacco products, and goods imported for commercial purposes. GST import relief is granted separately for used articles and personal belongings. (Singapore Customs, Factually, Changi Airport)

Worked example: a weekend in Batam

Suppose you leave Singapore on Saturday morning and return on Sunday evening, so you were outside Singapore for less than 48 hours. You would qualify for up to S$100 of GST import relief on new goods for personal use. If you bought S$800 of such goods, you would pay GST on S$700 at the 9% rate, which is S$63. If instead you were away for 48 hours or more, your relief would be up to S$500, so you would pay GST on S$300, or S$27. In either case, cigarettes and tobacco have no concession and no relief, and any liquor concession requires 48 hours or more away. (Singapore Customs, Factually, Changi Airport)

Vapes, chewing gum and other controlled goods

The sources used for this guide do not set out specific rules for vapes or chewing gum. Before you travel, check Singapore Customs’ prohibited and controlled goods pages. Prohibited goods are not allowed into Singapore. Controlled goods require an import permit or authorisation from the relevant Competent Authority before arrival, and you must present the goods and approval documents at the Red Channel or Customs Examination Area before immigration clearance. If you are unsure whether an item should be declared, use the Red Channel or approach a Customs officer. (Singapore Customs, Singapore Customs)

How to declare and pay

  1. Before arrival, use the Customs@SG web application to declare and pay duty and/or GST for overseas purchases, then exit via the Green Channel after payment.
  2. If you are unsure, or you are carrying controlled goods, use the Red Channel or Customs Examination Area and present the goods and any approval documents before immigration clearance.
  3. Declare goods that exceed your duty-free concession or GST import relief, and goods that are dutiable, taxable, controlled or prohibited.
  4. Pay duty and GST on liquor products exceeding your concession, and on goods carried for or on behalf of other persons.
  5. If you bring in more than 10 litres of liquor products, obtain a Customs permit. (Singapore Customs, Singapore Customs, Singapore Customs, Singapore Customs)

Penalties if you get it wrong

Failing to declare or making an incorrect declaration is an offence. If payment is delayed, offenders may be charged in court. For serious cases, or where the penalty exceeds S$5,000, offenders may also be prosecuted in court without any offer of composition. (Singapore Customs)
