Batam to Singapore Transit: Fly Out of Changi From Sumatra or Kalimantan

Many Indonesian cities have no direct international flights, so travellers fly domestic to Batam, ferry to Singapore, and depart from Changi — often cheaper and faster than connecting via Jakarta.

Why Route Your Trip Through Batam

Plenty of cities in Sumatra and Kalimantan only offer domestic flights. The default option is a connection through Jakarta, but that adds cost and a long wait: a transit in Jakarta can stretch from five to 22 hours. Batam residents and visitors use a simpler pattern — a domestic flight into Hang Nadim Airport, a short ferry ride to Singapore, and an international departure from Changi. The Straits Times found an all-flights economy itinerary can start from around S$680, while the ferry-then-flight combination costs roughly S$225 including the ferry ticket. Batam’s Hang Nadim Airport itself has limited international options — Seoul, Kuala Lumpur and Jeddah — so for most destinations, going via Changi opens up the full international network. A one-way ferry ticket costs about S$40, while a domestic flight from Batam to Jakarta can run between S$75 and S$150, before you have even left Indonesia.

The trade-off: you clear immigration twice, once at the Batam ferry terminal and once at Changi. Regulars quoted by The Straits Times consider this a small inconvenience given the savings. The route works in both directions — use it when flying out of Indonesia, and again when coming home to Batam.

The Route, Step by Step (Indonesia → Onward Flight)

  1. Book a domestic flight to Batam’s Hang Nadim Airport, plus a ferry ticket from Batam to Singapore. Ferries arrive in Singapore at HarbourFront or Tanah Merah, depending on the operator. See our Singapore to Batam ferry guide for terminals, operators and fares.
  2. Arrive in Batam. If your flight lands late or you want a buffer, stay overnight in Batam — see the Batam business directory for restaurants and cafes near your hotel, and check Batam weather before planning a ferry-side schedule.
  3. Check in at the Batam ferry terminal with your passport. Go through Indonesian exit immigration, then board.
  4. Arrive in Singapore and clear immigration. This is where the SG Arrival Card requirement applies — see the documents section below.
  5. Travel from the ferry terminal to Changi. From Tanah Merah Ferry Terminal, a shuttle bus jointly run by Changi Airport Group and Singapore Cruise Centre connects to the airport in 12 to 24 minutes. Bus service 35 goes to Tanah Merah or Bedok MRT, from which the East West Line continues to Changi Airport MRT station. Taxis are metered, with a S$3.00 location surcharge at all times on Prime, Premier, SMRT and Trans-Cab taxis; a peak hour surcharge may also apply. (Singapore Cruise Centre)
  6. Collect your bags and re-check them with your airline at Changi. These are separate tickets, so your luggage will not be through-checked from your domestic flight to your international one — plan to collect everything at the ferry terminal and check it in again at the airport. One practical note on the airport transfer: the shuttle bus from Tanah Merah to Changi runs from 10am to 7.30pm with 13 trips a day, at intervals that regular users say do not always line up with ferry arrivals, and the small bus has limited room for large luggage. Travellers quoted by The Straits Times often take bus 35 and the MRT instead, and note that taxis from the ferry terminal can be slow to find. Ferry Timing: Check-In and Boarding Deadlines

Singapore Cruise Centre sets the following windows for ferries departing its terminals. Baggage check-in opens 60 minutes before departure and closes 20 minutes before departure. The departure gate opens 45 minutes before the trip and closes 15 minutes before. Have your passport and boarding pass ready for security screening, and remove pocket items in advance to speed things up. (Singapore Cruise Centre)

Treat these as hard cut-offs, not targets. A ferry you miss means rebooking your ticket and, potentially, your international flight. Buying tickets online through the operator’s website or walking up to the operator counters are both options at HarbourFront and Tanah Merah.

The Baggage Trap: Airline Allowance vs Ferry Allowance

This is where the Batam–Singapore connection catches people out, and one of our editors learned it the hard way. Airline checked-bag allowances, especially on international flights, are often generous — 25 kg or more per bag. The ferry from Singapore does not honour that. Each ferry boarding pass includes only 20 kg of free checked baggage, and the allowance is not transferable or combinable with another passenger’s boarding pass. Anything above 20 kg is charged at S$1 per kg or part thereof, up to a maximum of 40 kg per passenger. Separately, no single item may weigh more than 30 kg — that is a hard check-in limit per piece, regardless of what you paid the airline. (Singapore Cruise Centre)

Worked examples, using the rules above:

  • A 25 kg airline suitcase: 5 kg over the free 20 kg, so S$5 excess at check-in. Acceptable, but annoying.
  • A 32 kg suitcase: over the 30 kg per-item limit entirely. The ferry will refuse it at the counter — you must repack into two pieces or redistribute weight before check-in. Improperly packed or inadequately bundled items can also be refused outright.
  • A family of three with 20 kg each is fine; they cannot pool the allowance into one 50 kg bag, because the 30 kg per-item cap applies regardless.

Hand-carry is limited to 10 kg per person with maximum dimensions of 55 cm × 40 cm × 20 cm. Odd-sized items — surfboards, bicycles, anything over 1.5 m long or larger than 100 cm × 60 cm × 30 cm — carry a handling fee of S$10 per item up to 30 kg, or S$14 on Horizon Fast Ferry (revised from 2 June 2025). Water damage and exterior damage such as scratches and dents are not covered, so pack accordingly.

The fix is simple: weigh your bags at home and split anything over 30 kg before you leave. It is far easier to repack in your hotel room in Batam than at the ferry counter with a queue behind you.

Documents You Need

For the Singapore leg, all travellers must submit the SG Arrival Card with electronic health declaration before arriving, except those transiting through Singapore without seeking immigration clearance. Since a Batam–Changi itinerary involves clearing Singapore immigration to collect baggage and re-check it, the exemption does not apply — submit the SGAC. Changi Early Check-In: Dump the Bags, Use the Time

If your ferry gets you to Changi hours before your flight, early check-in lets you drop your bags and receive your boarding pass well ahead of departure — from 3 to 24 hours before the flight for Singapore Airlines (excluding USA departures), and from 3 to 18 hours for Scoot (excluding Jeddah), among other airline-specific windows listed by Changi Airport. The Jewel Early Check-in Lounge at Jewel Changi Airport Level 1 opens daily from 8:00am to 11:59pm, and accepts odd-size luggage for Terminal 1 departures (except Scoot and Qatar Airways). This is the strongest argument for routing through Changi rather than Jakarta: drop your bags, clear the formalities, and the airport is yours until boarding — instead of a transit measured in many hours at Soekarno-Hatta.

Should You Overnight in Batam?

If your domestic flight into Hang Nadim lands late, or your Changi departure is early the next morning, an overnight in Batam removes the risk of a missed ferry cascading into a missed flight. It also gives you a day in Batam itself. Book accommodation near your ferry departure point and confirm the first ferry timing with your operator before committing to an itinerary — operators and schedules change, so verify current sailing times on the ferry operator’s website rather than relying on anything published here. Bottom Line

For Sumatra and Kalimantan travellers without direct international flights, the Batam–ferry–Changi route is a proven workaround: cheaper than connecting via Jakarta, with a short ferry crossing and a full international airport at the other end.
